Whether you are buying HDB or private, the bank (or HDB, for a concessionary loan) will only lend against the lower of the agreed price or the property's assessed value, up to the applicable loan-to-value cap. If you agree to pay S$550,000 for a flat that a valuer assesses at S$530,000, your loan is calculated on S$530,000, and the S$20,000 gap must be funded in cash, on top of your normal downpayment. HDB resale: the Request for Value processHDB 转售:估值申请流程

Since a change that took effect at 5pm on 10 March 2014, HDB buyers cannot see a flat's valuation before agreeing on a price with the seller. The order runs: buyer and seller negotiate and agree a price, the seller grants an Option to Purchase (OTP), and only then can the buyer or their salesperson submit a Request for Value to HDB, generally by the next working day after the OTP is granted (HDB). HDB appoints an approved valuer, who may or may not need to physically inspect the flat depending on how much recent comparable transaction data exists in the block or nearby blocks. Private property: bank panel valuation私宅:银行委任估值

For a private condo or landed home, there is no HDB-style Request for Value. Instead, once you apply for a home loan, the bank commissions an independent valuation from a firm on its approved panel, typically a valuer registered with the Singapore Institute of Surveyors and Valuers (SISV). The valuer weighs recent comparable transactions in the same or nearby developments, the unit's floor level, facing, condition, and renovation state, and any unusual factors like a rare layout or a blocked view. Because different banks use different panels, valuations for the same unit can vary by a few percentage points between banks, which is why getting an indicative valuation from more than one bank before committing to an Option to Purchase is common practice for higher-value purchases.购买私人公寓或有地住宅,没有 HDB 式的估值申请。取而代之的是,一旦你申请房贷,银行会委托其认可估值师名册上的一家机构进行独立估值,通常是注册于新加坡测量师与估价师学会(SISV)的估值师。估值师会参考同一项目或邻近项目的近期可比成交、单位的楼层、朝向、状况与装修程度,以及诸如罕见格局或视野受阻等特殊因素。由于不同银行使用不同的估值师名册,同一单位在不同银行得到的估值可能相差几个百分点,这也是为什么对于金额较高的购房,在签署购买选择权之前先向多家银行索取指示性估值,是常见的做法。

Clients ask me why the valuation came in below what they agreed to pay, as if the valuer made a mistake. Usually the valuer did not; the market simply moved faster than the last few comparable transactions on record, or the buyer paid for something the data cannot see, like a corner unit's light or a rare unblocked view. Cash over valuation: what changed in 2014, and what it means today溢价现金(COV):2014 年的改变,以及它今天的含义

Before March 2014, prospective HDB buyers could look up a flat's HDB valuation before negotiating, which let sellers anchor asking prices to a known number and buyers bid a "cash over valuation" premium on top, sometimes tens of thousands of dollars in a hot market. The rule change stopped valuations being requested until after a price is agreed, removing that public anchor and, alongside the broader property cooling measures of the period, sharply reduced how often COV appeared in resale transactions in the years that followed (The Online Citizen, reporting the March 2014 change). COV has not disappeared: whenever an agreed price lands above the eventual valuation, the buyer still funds that gap in cash. A fresh valuation is not only for buying. Refinancing a home loan requires a new bank valuation, since the new bank is lending against current market value, not what you originally paid; a property that has appreciated well can unlock a higher loan-to-value amount, while one that has stayed flat or dropped can leave a borrower with less headroom than expected. Decoupling or transferring a share between co-owners also needs a valuation to fix Buyer's Stamp Duty on the transferred portion. Practical steps before you sign签约前的实际建议

Pull recent comparable transactions yourself before making an offer, HDB publishes resale transaction prices, and portals aggregate private transactions, so you can sanity-check an asking price before it becomes an agreed price you are locked into. For private property, ask your agent or bank for an indicative valuation range before signing the OTP, not after.
